Within 60 days. Pennsylvania says new residents holding a non-commercial driver's license from another state have 60 days to get a PA driver's license. You apply in person at a Driver License Center, complete Form DL-180R, pass a vision test, and turn in your out-of-state license.

That license must be valid or no more than six months expired. If it expired more than six months ago, you need a Pennsylvania learner's permit and must pass the knowledge and skills tests. Pennsylvania says some new residents, depending on their out-of-state license, can skip the knowledge test. Check PennDOT's fees page and confirm requirements before your visit.
