Visiting the Arkansas DMV: appointments, what to bring and what to expect

Who does what in Arkansas: DFA revenue offices issue licenses, IDs and tags, and the Arkansas State Police run driver tests. What you can do online, how to book either one, and what to bring.

Arkansas has no single DMV agency. The Department of Finance and Administration (DFA) issues driver licenses and ID cards through its Office of Driver Services. Its Office of Motor Vehicle handles vehicle titles and registration. Both work through the state revenue offices. Driver knowledge and road tests are given separately, by the Arkansas State Police (ASP). This guide explains where to go, what you can do online and what to bring.

Who does what

  • State revenue offices (DFA) handle driver license and ID card services, including REAL ID. They also title and register vehicles, and issue replacement titles and temporary tags. DFA says REAL ID is available at all 134 state revenue offices. The Little Rock revenue office is in the Ragland Building at 1900 West 7th Street.
  • Arkansas State Police driver testing sites give the knowledge (written) and skills (road) tests. ASP says driver license tests are given in all Arkansas counties, on schedules set by each Highway Patrol troop. Duplicate permits are also issued at ASP testing centers.

For offices near you, see the Arkansas DMV office list on this site.

What you can do without a visit

DFA's MyDMV page lists these online services:

  • Driver's license or ID replacement. DFA says you can also use it if you changed your address, and the card arrives by mail within 3 to 5 business days.
  • Vehicle registration if you are new to Arkansas or just bought a vehicle. This covers registering, applying for a title, transferring a plate and paying sales tax.
  • Tag renewal through ARSTAR, plus email reminders and a change of renewal address.
  • Personalized plate orders and replacement titles.
  • A vehicle sales tax calculator.

Car tags can also be renewed by phone at 1-800-941-2580 or by mail. See the Arkansas vehicle registration guide.

Appointments

There are two separate booking systems.

Revenue offices. DFA's MyDMV "Schedule an Appointment" tool books revenue office visits for driver's license, ID or vehicle services. DFA says it helps reduce wait times. DFA's REAL ID page says appointments are available throughout the week for all services. Estimated wait times are shown in the MyArkansas app only.

Driver tests. ASP asks you to schedule all driver license tests, knowledge or skills, through its online scheduler. Booking guarantees your exam date and time. Before you schedule, ASP requires a one-minute video on what to do during a traffic stop. Testing times for each troop are on the ASP driver examination page.

What to bring

For a REAL ID, DFA lists four kinds of documents:

  1. Proof of legal presence: one document, such as a U.S. birth certificate or U.S. passport.
  2. Proof of identity: one document, such as a current driver's license or ID, a school ID, a vehicle registration or title, a marriage certificate or a military ID.
  3. Proof of Social Security number: your Social Security card. DFA's FAQ also accepts a DD-214.
  4. Proof of residency: two documents. Examples are a gas, water or electric bill in your name, a pay stub or bank statement from the last six months, a current tax return, or a current homeowners, renters or auto insurance policy.

DFA offers an online REAL ID quiz to confirm what you need. For a standard license or ID, DFA's FAQ lists proof of legal presence, your Social Security card and any out-of-state license or ID. Background is in REAL ID explained.

For a driver test, ASP publishes "1-2-3" checklists of the documents the examiner will inspect before the test can begin. There are separate checklists for applicants under and over 18, plus one for skills tests. ASP adds that if your birth certificate is from Louisiana, Missouri, Mississippi, Oklahoma, Texas or Tennessee, you must also prove Arkansas residency. Examples are an Arkansas lease, mortgage statement or property assessment, or a certified Arkansas school transcript for the current year.

Forms to fill in beforehand

  • Financial Responsibility Acceptance Form (ASP 33): needed if you are under 18 and a parent cannot come with you. It must be completed in front of a notary. DFA's forms page also has its own financial responsibility forms.
  • Vision Referral Form (ASP-90): if you need one, ASP says it must be completed by an Arkansas optometrist. Forms from out-of-state or online optometrists are not accepted.
  • Application for Title or Replacement Title: you can print it and have every owner sign it before you go to the revenue office.
  • Change of Address Form: on DFA's Driver Services Forms page.

Paying

For a replacement title, DFA says checks should be made payable to the Department of Finance and Administration. For other transactions, ask your revenue office which payment methods it accepts before you go.

At the counter

At a revenue office you present your documents and pay the fee. To renew a REAL ID, DFA says you do not need to bring documents unless you are changing your name or address. If a dealer did not issue you a temporary tag, you can get one at any revenue office within 10 days of purchase. Bring your bill of sale and driver's license.

At an ASP testing site, the examiner checks your documents before the test begins. If you are a teen, ASP notes that your driving record must be free of serious accidents and serious traffic convictions for a set period before you can move up a license level. See the Arkansas driver license guide for details.
