For most license and ID work, yes. The New Jersey Motor Vehicle Commission requires an appointment at Licensing Centers for first-time licenses, permits and non-driver IDs (including REAL ID), transfers from another state, CDLs, knowledge tests, and renewals that can't be done online.

A few services take walk-ins, including permit validation, red reflectorized decals, 5-year abstracts, name and gender marker changes, and disability placards. MVC lists Licensing Center hours as 8 am to 4:30 pm on weekdays and 8 am to 3 pm on Saturdays; centers are closed on Sundays. Check with NJ MVC before you go.
