In the District of Columbia, one agency handles both driver licensing and vehicles: the DC Department of Motor Vehicles (DC DMV). It issues driver licenses, learner permits and non-driver ID cards, inspects vehicles, and titles and registers them. This guide covers where to go, what you can do online, which services need an appointment, and what to bring.
Where to go
The DC DMV lists these service centers:
- Benning Ridge Service Center: 4525 Benning Road, SE
- Rhode Island Service Center: 2350 Washington Place, NE, Suite 112N, near the Rhode Island Avenue Metro
- Southwest Service Center: 95 M Street, SW
- Georgetown Service Center: 3270 M Street, NW, listed as temporarily closed
The service centers list the same hours. They are closed Sunday and Monday. They open 8:15 a.m. to 4 p.m. on Tuesday, Thursday, Friday and Saturday, and 9:15 a.m. to 4 p.m. on Wednesday. Knowledge exams stop earlier, at 3 p.m.
Other locations handle specific jobs:
- The Inspection Station is at 1001 Half Street, SW. It has seasonal hours and is closed Sunday and Monday.
- Self-service emissions kiosks are at the Fort Stanton and Takoma recreation centers.
- The Deanwood Road Test/CDL Center is at 1421 Kenilworth Avenue, NE.
- Adjudication Services, for tickets, is at 955 L'Enfant Plaza, SW.
For more location details, see the DC DMV office list on this site.
Check whether you need to visit at all
The DC DMV encourages customers to "Skip the Trip" and says most online services are available around the clock. They include:
- Renewing or replacing a driver license or non-driver ID
- Changing your address
- Requesting a driving record
- Booking a road test
- Converting a provisional license
- Renewing vehicle registration and residential parking permits
- Replacing a registration or a title
- Requesting personalized tags
- Canceling tags
The DMV says vehicle registration renewals can only be done online, by mail or through its dropbox service; in-person renewal has been eliminated. Some online services are only available after a first visit.
Appointments and walk-ins
- Knowledge tests at service centers are first-come, first-served. You can also take the standard and GRAD knowledge tests virtually or at a Test Proctoring Center, both by appointment.
- Road skills tests with the DC DMV require an appointment, and walk-ins are not accepted. Book through the online Road Test Appointment Scheduler or by calling 311 or (202) 737-4404. Cancel at least 48 hours ahead, or a $30 fee is added to your next license transaction.
- Vehicle inspections at the Inspection Station are first-come, first-served. The station says it is not taking online appointments at this time.
For the busiest times, the DMV says Tuesdays, Saturdays and the days before and after a holiday are especially busy. It also suggests avoiding lunch hours, typically 11 a.m. to 2 p.m.
What to bring
For a REAL ID driver license, learner permit or ID card, the DC DMV asks for documents in these categories:
- Proof of identity (full legal name and date of birth)
- Proof of lawful presence
- Proof of your Social Security number
- Two proofs of current DC residency from different businesses or agencies, with a DC street address (P.O. boxes are not accepted). Examples include a utility or phone bill issued within the last 60 days, an unexpired lease or a DC property tax bill. Printed copies of online bills count as originals, but screenshots on a phone do not.
- For a license, proof of ability to drive. Applicants aged 16 or 17 also need a parental consent form.
The DMV says it accepts only the documents on its lists, and only originals. Photocopies, altered documents and notarized copies are not accepted, and one document cannot count as more than one proof. The online Document Verification Guide builds a list for your transaction. For background on federal ID rules, see REAL ID explained.
Forms: print and fill in the Driver License/Identification Card Application before you go. If you are 70 or older, have your doctor complete the mature driver section before an in-person visit. Vehicle transactions use the Certificate of Title/Temporary Tag Application.
Debts: the DMV says all outstanding debts to the DC government must be paid before most transactions. This includes tickets, child support and dishonored checks.
Paying
The service centers accept cash, checks, money orders, contactless and digital wallet payments, and Visa, Mastercard, American Express and Discover cards. Since December 15, 2025, the DMV adds a 2.5% service fee to all debit and credit card payments, online, in the app and in person. The DMV says no cash is accepted at the Deanwood Road Test/CDL Office.
At the counter
You take a new photo at every license, knowledge test or ID card transaction. For a license you also take a vision screening. When everything is done you get a temporary paper license or ID valid for 45 days. The card itself is mailed within 10 business days, and the DMV does not mail cards to P.O. boxes.
Language help and accessibility
The DMV offers free interpreting through Language Line in 240 languages. Point to your language on the display at the information desk. For hearing-impaired customers, each location uses a UbiDuo communication device. Sign language interpreters for the knowledge test or a ticket hearing can be requested with an online form. The service centers are listed as wheelchair accessible.
