Massachusetts driver's licenses, learner's permits and state ID cards (Mass IDs) are issued by the Registry of Motor Vehicles (RMV). Most tasks start online in the RMV's Online Service Center, myRMV. Some of them must then be finished at an RMV Service Center, or at a AAA branch if you are a member. This guide covers a first license, moving to Massachusetts, renewal, replacement, REAL ID and the Mass ID. For booking a visit and the general document rules, see the Massachusetts RMV visit guide.

Your first license: learner's permit

To get a passenger (Class D) learner's permit, the RMV says you must:

  • Be at least 16 years old
  • Be a Massachusetts resident
  • Not hold a license or learner's permit in another state
  • Have no outstanding obligations to any state
  • Meet the RMV's medical standards for Class D and M licenses

You start the application online in myRMV, then book an appointment to show your identity documents at a Service Center or AAA branch. You must also pass a vision screening when you apply. If you are under 18, a parent or guardian gives consent by signing the application.

The permit exam has 25 questions, and you need 18 correct answers to pass. It covers the rules of the road, impaired driving, the Junior Operator Law, and sharing the road with cyclists, pedestrians and people with visual impairments. You can take it at the Service Center or online. The online exam needs a computer with a camera, not a phone or tablet. It is offered in many languages, and the RMV's Class D driver's manual is the study guide.

The permit fee is $30. A permit is valid for 2 years or the length of your stay in the U.S. If it expires, you have to reapply and retake the exam.

Teen drivers: Junior Operator rules

Under the Junior Operator License (JOL) rules, applicants aged 16½ to 18 must, among other things:

  • Hold the learner's permit for at least 6 consecutive months, with a clean driving record, before the road test
  • Complete driver's education: 30 hours in class, 12 hours behind the wheel and 6 hours observing another student
  • Log at least 40 more hours of supervised driving, certified by a parent or guardian (30 hours if the teen completes a driver skills development program)
  • Have a parent or guardian attend 2 hours of the driver's education course, unless they completed one in the past 5 years

Permit holders must drive with a licensed driver who is at least 21, has at least one year of experience and sits beside them. A permit holder under 18 may not drive between midnight and 5 a.m. unless accompanied by a licensed parent or guardian.

The road test

You schedule a Class D road test online with your name, date of birth and learner's permit number. The RMV says tests are scheduled 60 days in advance and fill up quickly. The road test fee is $35. It is not refunded if you fail, are unprepared, are late, or cancel with less than 72 hours' notice.

On test day, bring:

  • The completed road test application
  • Your learner's permit
  • A sponsor who is at least 21, has at least one year of driving experience and holds a valid license from their home state (foreign licenses do not qualify)
  • A registered and inspected vehicle that the examiner can stop with the parking brake

You may attempt no more than 6 Class D road tests in 12 months. You can pay the road test and license fees online, before or after the test. Once you pass and the fees are paid, your permit serves as a temporary license until the card arrives by mail.

Moving to Massachusetts

The RMV says you need to convert your out-of-state license to a Massachusetts license when you become a resident. You can start the application online, but the transfer itself requires an appointment at an RMV Service Center. Bring your documents and the fee. Conversion costs $115 for Class D or M, or $130 for both.

  • If you already had a REAL ID in another state, you still need to show identity documents to get a Massachusetts REAL ID.
  • If you are under 18, you must convert your driver's education certificate or complete driver's education in Massachusetts.
  • If your license has been expired for more than 1 year, you must take the written test, road test and eye test.
  • If you do not have your old license to hand in, bring acceptable photo ID and a certified driving record no more than 30 days old.

Renewing

You can renew up to 1 year before your license expires. A standard or REAL ID license can be renewed online in myRMV, unless it is a limited-term license or you have no Social Security number. In those cases, you renew in person by appointment. Most passenger and motorcycle licenses cost $50 and are valid for 5 years.

You cannot renew while your license is suspended or revoked, or while you have unpaid parking tickets, excise tax or E-ZPass violations. You can renew up to 2 years after expiration. After that, you must take the permit exam and road test again. The new card is mailed in 10–14 business days.

Replacing a lost license

The RMV says the quickest way to replace a lost or stolen license is online in myRMV. You can also call the Contact Center: 857-368-8000, or 800-858-3926 from other Massachusetts area codes. The fee is $25. Service Centers are not currently issuing replacements, but AAA members can book one at a AAA branch. A name change cannot be done online; it needs a Service Center visit.

REAL ID

A Massachusetts REAL ID has a star in the top right corner. You need four documents: one proving lawful presence, one showing your full Social Security number and two proving Massachusetts residency. Documents must be originals and not laminated. Use the RMV's REAL ID Documents Checklist. Upgrading a Class D or M license to REAL ID when you renew costs $50. Upgrading a license or Mass ID outside your renewal cycle costs $25, and you still renew when the card expires.

You can apply online, but your first REAL ID needs an in-person visit to verify documents at a Service Center or a AAA branch. Renewing or replacing an existing REAL ID can be done online.

Mass ID

To get a Mass ID, you must be at least 14 years old and a Massachusetts resident. You must not hold a valid license in Massachusetts or any other state. You start online and finish at a Service Center by appointment. The fee is $25. You leave with a temporary ID valid for 60 days, and the card is mailed in 10–14 business days.
