Visiting the New Jersey MVC: appointments, what to bring and what to expect
How New Jersey's Motor Vehicle Commission splits work between Licensing Centers and Vehicle Centers, which tasks you can do online, how to book the appointment most services need, and what documents, forms and payment to bring.

In New Jersey, driver licenses, non-driver IDs, vehicle titles and registrations are all handled by the New Jersey Motor Vehicle Commission (MVC). The MVC runs two kinds of offices with different services, and most services need an appointment. This guide covers what you can do online, which office to book, and what to bring so you only go once.
Licensing Centers and Vehicle Centers
The MVC's location pages split its offices in two:
- Licensing Centers handle licenses, permits and non-driver IDs. These are by appointment only: first licenses, permits and IDs (including REAL ID), transfers from another state, CDLs, knowledge tests, and renewals that cannot be done online. Walk-in services include permit validation, 5-year driver abstracts, name and gender marker changes, and disability placards.
- Vehicle Centers handle vehicles. Appointments are needed for new registrations and titles (including transfers from another state), duplicate titles, license plate transactions, and renewals of registrations that expired more than 6 months ago or cannot be renewed online. Walk-in services are 5-year abstracts and disability placards.
Both list hours of 8 a.m. to 4:30 p.m. Monday to Friday and 8 a.m. to 3 p.m. on Saturday, closed Sunday. For offices near you, see the New Jersey MVC office list on this site. The MVC has a separate page on agency closures and delays.
Check whether you need to visit at all
The MVC calls its online services "Skip the Trip". In its REAL ID FAQ, it says about 80% of all MVC transactions can be completed online. Online services include:
- Renewing a standard or REAL ID license or non-driver ID
- Ordering a duplicate license
- Ordering a duplicate registration
- Changing your address
- Renewing vehicle registration
- Upgrading a probationary license to a basic license
- Requesting your driver history abstract
- Paying a surcharge or restoration fee
- Ordering personalized and specialty plates
Booking an appointment
You book through the MVC's online appointment system. Its home page lists appointment types for knowledge tests, road tests, license transactions, vehicle transactions and the mobile unit. If you are new to New Jersey, the MVC says you can transfer your license and registration in one transaction by booking a transfer from out of state. The scheduling site says each person needs their own appointment, and duplicate bookings or bookings with an invalid email address or phone number are canceled. If you cannot make it, cancel as soon as possible. The New Jersey MVC appointment FAQ has the short version.
What to bring
For a license, permit or non-driver ID, the MVC asks for:
- Proof of age and identity that adds up to 6 points. You need at least one primary document, such as a U.S. birth certificate, a U.S. passport or a permanent resident card. You also need at least one secondary document, such as a photo driver license from another state, a marriage certificate or a U.S. military discharge paper (DD214). These must be paper or hard copies. No primary or secondary document can be expired more than three years.
- Proof of your New Jersey address. Examples include a bank statement, utility or credit card bill, or lease. A standard card needs one proof, and a REAL ID needs two. Electronic or paper versions are accepted.
- A Social Security number. For a standard card, an ITIN or a signed affidavit can be used instead.
- Legal proof of any name change, such as a certified marriage certificate or court order.
Documents in a language other than English need a certified translation. REAL ID uses different point values, which the MVC sums up as "2 + 1 + 6": two proofs of address, one Social Security number, and identity documents worth 6 REAL ID points. The MVC has an online REAL ID document selector, and its 6 Points of ID page has the full lists. For REAL ID background, see REAL ID explained.
Forms to fill in beforehand
- BA-208: the application for a permit, driver license or non-driver ID, including renewals.
- BA-CSD: certification of supervised driving, which drivers under 21 present when they get a license.
- MR-24: parent or guardian consent and address statement for applicants under 18.
- BA-49: Vehicle Registration Application.
- OS/SS-UTA: Universal Title Application, for vehicles coming from another state.
The MVC links these forms from its license and vehicle pages, and BA-208, BA-49 and the Universal Title Application are also on its forms page.
Paying
The MVC says it accepts American Express, MasterCard, Visa and Discover cards, checks, money orders and cash. The renewal page also mentions debit cards. Make checks and money orders payable to "NJMVC".
At the counter
At a Licensing Center you hand in your application, documents and fee at the counter and have your photo taken. The MVC needs to see your full face from the top of your forehead to the bottom of your chin. If you need to wear a head covering for medical or religious reasons, tell the staff at the camera station. Permit and license tests include a vision test along with the knowledge test.
Since a 2020 security change, licenses and IDs are no longer printed in person. Even when you renew or replace a card at an agency, it is mailed to you.
Language and accessibility help
The New Jersey Driver Manual is published in English, Spanish, Chinese, Tagalog, Gujarati and Korean. If you are deaf or hard of hearing, the MVC asks you to call through 7-1-1 NJ Relay.
For the license steps themselves, see the New Jersey driver license and ID card guide. For vehicles, see the New Jersey vehicle registration and title guide.
