Oklahoma driver license and ID card: first license, renewal, replacement and REAL ID
How to get a first Oklahoma driver license or teen permit, transfer an out-of-state license, renew or replace your card, and what a REAL ID or state ID card requires, based on Service Oklahoma's own pages.

Oklahoma driver licenses, learner permits and state ID cards are issued by Service Oklahoma, at its Licensing Offices and at Licensed Operators (formerly tag agencies). This guide covers your first license (including the graduated steps for teens), moving to Oklahoma with another state's license, renewing, replacing a card, REAL ID and state ID cards. For where to go, the waitlist and the document categories, see the Oklahoma DMV visit guide.
You may hold only one primary credential, so not both an Oklahoma driver license and an Oklahoma ID card.
Your first license as an adult (18+)
- Written test and vision test. Study the Oklahoma Driver Manual, then schedule the Class D written test at a Licensing Office; the vision test is given at the same visit. Bring one proof of identity, one proof of lawful presence, one proof of Oklahoma residency (two for a REAL ID) and your Social Security number. A driver education completion certificate lets you skip the written test. You can also take the written test online at home.
- Drive test. Take it with Service Oklahoma or an eligible designated examiner. Your car must pass a vehicle inspection, have valid registration and be insured, and you must not be an excluded driver on the policy.
- Pay and get your temporary license. Service Oklahoma lists the fee for a first-time license at $42.50. Each failed drive test adds $4.
Adults do not need a learner permit, but you can get one for practice. With a permit you may drive between 5 a.m. and 10 p.m. with a licensed driver at least 21 years old. If you get one, Service Oklahoma says to hold it for 30 days before applying for the license. If you fail the drive test, you can retake it up to three times, at least a day apart. After a third failure you wait 30 days, and later attempts are limited to one every 30 days.
Teens: graduated driver license
Oklahoma's Graduated Driver License program has four steps: student driver, learner permit, intermediate license and unrestricted license.
- Learner permit (from 15). At 15 you must be enrolled in an approved driver education course and pass the written exam. From 16, driver education is optional. A parent or legal guardian must come with you, or you bring a notarized parent authorization form. You may drive from 5 a.m. to 10 p.m. with a licensed driver at least 21 years old. Service Oklahoma lists the permit fee at $42.50, plus $4 for each failed written test.
- Intermediate license (from 16). You need 180 days with the permit and 50 hours of supervised driving (10 at night), with no traffic convictions in the 180 days before the test. You can test at 16 with driver education, or at 16 and a half without it. Under 18, you also need the free online Oklahoma Work Zone Safe Course certificate. You may drive from 5 a.m. to 10 p.m., except to and from school, church or work, or with a licensed driver at least 21 years old in the front seat. Passengers are limited to one, or to household members only, unless that adult is in the front seat.
- Unrestricted license (from 16 and a half). Service Oklahoma lets you upgrade from an intermediate license online.
Moving to Oklahoma
Service Oklahoma says new residents need to transfer their license to an Oklahoma license and register their vehicles. You can transfer without a written or drive test, as long as your driving record meets Service Oklahoma's standards and either:
- Your license is valid and you are not changing vehicle types, or
- Your license expired no more than 6 months ago.
Visit a Licensing Office with your out-of-state license, one proof of identity, one proof of lawful presence, one proof of Oklahoma residency (two for a REAL ID) and your Social Security number. Service Oklahoma lists $42.50 for a four-year license and $81 for an eight-year license. Oklahoma accepts international driver permits if you are only traveling through. If you intend to live here, Service Oklahoma says to apply for an Oklahoma license.
Renewing your license
You can renew online, or in person at a Licensed Operator or a Licensing Office. Online renewal takes about 10 minutes. You are eligible if all of these are true:
- You are a U.S. citizen with a valid Oklahoma address.
- Your license is not suspended.
- Your license has not been expired for more than three years.
- You are not adding a REAL ID for the first time.
If your license already has REAL ID, it carries over automatically. For an online renewal you need your license, a debit or credit card, your Social Security number and your license number. You can renew up to a year early, and Service Oklahoma recommends doing so at least 60 days before expiration. You get a temporary license to print, and the card arrives within about 30 days.
If your license has been expired for more than three years, you must retest and apply for a new license. Fees: $38.50 for four years or $77 for eight years. Service Oklahoma says Oklahomans aged 65 and older get a driver license or ID card free, both new and renewed, except for CDLs.
Replacing a lost license
You can request a replacement online or in person; it costs $25. You can change your address online by ordering a replacement. A name change must be done in person at a Licensed Operator or Licensing Office. Bring the legal name change document.
REAL ID
A REAL ID has a star in the upper right corner. Service Oklahoma says REAL ID is optional: you do not need one to drive, vote or receive federal benefits. Without one, you may need a passport or another federal ID to fly within the U.S. or enter certain federal buildings. To get one, bring:
- One proof of identity, such as a birth certificate or U.S. passport
- Two proofs of Oklahoma residency
- Your Social Security number (not the card)
- Documents for every name change since birth
- Immigration documents, if applicable
U.S. citizens and permanent residents can get a REAL ID at a Licensed Operator as well as at a Licensing Office. Service Oklahoma's REAL ID page lists the same fees as a regular renewal ($38.50 for four years) or replacement ($25). It cannot be expedited, and the paper temporary is not accepted by TSA. Apply at least four weeks before you fly. You may carry the REAL ID marking on only one credential. To check your card, see How can I tell if my license is REAL ID compliant? and REAL ID explained.
State ID cards
To get a first state ID, you need a valid Oklahoma address. Bring proof of identity, lawful presence and residency (two for a REAL ID) and your Social Security number. Applicants under 18 need a parent or guardian present, or a signed parent authorization affidavit. Service Oklahoma says you can get a new ID at a Licensed Operator only if Oklahoma has issued you a state ID before. Otherwise, go to a Licensing Office.
Fees are $25 for a four-year card and $50 for an eight-year card, and $25 for a replacement. You can renew online if your ID is not expired and you are not on immigration documents (other than a permanent resident card). To give up your driver license for a state ID, you sign a voluntary downgrade form at a location.
